Opportunity Description:

Rangeland Approvals in the South Saskatchewan Region (SSR) is experiencing a high volume of work due to planning commitments outlined in the South Saskatchewan Regional Plan (SSRP), the Forest Reserve Rangeland Management Planning process and a number of other initiatives. This contract will support the Rangeland Team Lead, by completing key deliverables required to meet our legal obligations and reduce liabilities to the environment. 

Range Management Plans for the range allotments in the Rocky Mountains Forest Reserve are a legislated requirement under the Forest Reserves Regulation (Section 1(h)(i-vi), 15(1)(b) and (2)). In addition to providing strategic direction on range management in the Forest Reserve, they are valuable tools to ensure effective integration of livestock grazing on this multi-use landscape. These plans directly impact the ability of the Rangeland Approvals Program to meet the commitments as outlined in the SSRP, namely Strategies 3.7 (avoid conversion of native grasslands on public land) and 3.9 (continue the commitment to stocking rates in effect as of September 1, 2014). 

Alberta Environment and Parks (AEP) South Saskatchewan Region Operations Division Rangeland Approvals Branch is seeking to retain a contractor to develop a number of products to support the development of Range Management Plans for the Rangeland Approvals Program. These products would:

• Provide a process to enable Rangeland Agrologists (RAs) to complete Range Management Plans for each range allotment within the Forest Reserve in a consistent and efficient manner. 

• Provide a summary of statistics in the Forest Reserve to be used during planning processes (eg, Recreation Management Planning, Land Footprint Planning, Management Planning for newly designated Parks and Protected Areas). 

This service contract will involve working closely with the Team Lead and Rangeland Agrologists working in the Forest Reserve to develop a system for completing Range Management Plans to support the Rangelands Approvals Program and meet the legal requirements as outlined in the Forest Reserves Regulation. 

Associated with completing this work will be a compilation of information available and information gaps specified below: 

• Compilation of information to facilitate the department’s issuance of access permits for allotment holders to conduct range management activities in areas designated as Public Land Use Zones or protected areas (e.g., Provincial and Wildland Provincial Parks). 

• Review of known range infrastructure assets and use of these to adjust mapped range allotment boundaries and to identify where work is needed (e.g., appropriate authorization of livestock management camps and corral facilities). 

The contractor will require significant data management skills and the ability to interpret legislative and policy directions. The contractor must have exceptional communication skills to be able to discuss final outcome requirements and the ability to communicate new and innovative solutions that will produce logical and methodical results while maintaining the necessary adaptive approach that successful rangeland management requires. The ability to take direction, to ask questions, and to introduce new ideas will be essential. 

The contractor will also need to be able to collect data and information from a wide variety of sources, both technical (e.g., spatial data) and general (e.g., descriptive information, policies and guidelines).
