Project Manager Parks Delivery

Delivering healthy, inclusive, and sustainable parks and open spaces is essential to the success of a world-class city. This position is responsible for managing the delivery of complex, multi-year capital projects within local and regional parks. It provides strategic oversight across all phases of the project lifecycle from initiation and planning through execution and closeout, ensuring alignment with corporate objectives, regulatory requirements, and community values.  Key responsibilities include managing project scope, schedule, budget, risk, and change control to ensure high-quality, cost-effective outcomes. The role also oversees procurement and contract management, offers technical guidance, and ensures the facilitation of timely, adaptive decision-making during design and construction.  Success in this role requires exceptional communication and facilitation skills, with the ability to influence and build consensus among diverse interest holder groups and project teams. A strong foundation in project management and landscape architecture, along with a solid understanding of landscape construction, park planning, and capital development, is essential. Primary duties include:

• Lead the planning and execution of multi-year capital projects in local and regional parks.
• Act as the City Representative, providing formal authorization, oversight and decision making across the following project phases: planning & design, execution, and evaluation.
• Monitor and report on project performance through monthly updates and milestone-based reporting at stage gate submissions.
• Manage project scope, schedule, risks, issues, and change control throughout the project lifecycle.
• Oversee project budgets and resources to ensure efficient and cost-effective delivery.
• Lead procurement and contract management processes for internal and external service providers, including consultants and contractors.
• Direct all project-related communications, coordination and engagement activities with internal and external interest-holders.'
• Ensure compliance with applicable federal, provincial, and municipal legislation and regulations as well as industry best practices.
• Ensure alignment with the City's Corporate Project Management Framework (CPMF).
• Review drawing sets and technical specification packages to make key decisions during schematic and detailed design.
• Provide timely, on-site decision-making and adaptive management during construction.
• Provide subject matter expert review and consultation of project designs and related standards, guidelines and specifications on partner projects (internal + external).
• Represent Public Spaces Delivery, Parks and Open Spaces on committees and special interest groups as needed.
   

• A degree in Landscape Architecture from an accredited program (Landscape Architecture Accreditation Council (LAAC)).
• At least 2 years of experience in the field of Landscape Architecture under a Licensed Landscape Arcitect.
• Eligibility for membership in good standing with the Canadian Society of Landscape Architects (CSLA) and one or more of its provincial, territorial and regional component associations is required.
• A Graduate degree would be a strong asset.
• A valid Class 5 Driver's License (or provincial equivalency) with no more than 6 demerits OR a Class 5 Graduated Driver's License (GDL) with no more than 4 demerits, and no current charges or suspension pending is required.
• Additional years of professional experience (more than 2) in the field of Landscape architecture that is specifically tied to park design and development will be considered an asset.
• Knowledge of the City's procurement process, the Canadian Landscape Standard, and industry standard project management practices will be considered an asset.
• Experience in contract management and project management, is considered an asset.
• The successful candidate will have well-developed communication skills, with the ability to participate in technical discussions with engineers, architects, city planners, Councilors, and the public.

• Compensation: Pay Grade 12 $48.54 - 64.88 per hour
• Hours of work: Standard 35 hour work week.
• Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
