The Program Manager manages City projects from inception to operations applying public space design and construction experience, project management skills and collaborative problem-solving skills
to lead complex, cross-departmental programs. The Program Manager provides expertise to form and lead multi-disciplinary teams and works with and leads program teams including staff from a variety of
Business Units within the corporation and consultants/contractors to achieve required outcomes. Primary Duties include:
  • Lead the development and management of an overall program plan including creation of an implementation strategy, program objectives, governance, and budgets as well as identification of deliverables and risks.
  • Manage the chartering and implementation of projects within the program from conception through completion to deliver the agreed-to vision, objectives and outcomes. This includes project scoping, feasibility studies, project budgets and approvals, overseeing or leading conceptual design, and detail design construction oversight.
  • Effectively manage and lead all communication and interactions/dealings with external and internal stakeholders including public consultation and council and committee presentations, while developing associated project documentation, minutes and reports.
  • Manage internal and/or external multi-disciplinary program and project teams and governance committees including planners, architects, urban designers, landscape
    architects, engineers and other professionals.
  • Develop and administer program budgets, schedules, contracts and quality control provisions, develop Requests for Proposals and lead consultant selection process.
  • Degree in Urban Planning, Architecture, Landscape Architecture or Engineering, or a related field, is required. (A degree in another field will be accepted if accompanied by a certificate or a diploma in Urban Design, Planning, Architecture, Landscape Architecture, Engineering, Real Estate Studies or Project Management.)
  • At least 5 years working in either the urban planning, architecture, landscape architecture, engineering or a related field is required.
  • Strong communication, leadership and problem solving are required.

Position Type: Temporary (up to 22 months)

Location: 625, 25 Avenue S.E.

Compensation: Pay Grade 13 $44.14 - $59.05 per hour

Days of Work: This position works a 5 day

work week earning 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
